HIPAA Statement
According to the Health Insurance Portability and Accountability Act (HIPAA), a covered entity is defined as a health plan, health care clearinghouse, or health care provider. The Pennsylvania Health Care Cost Containment Council (PHC4) is a Public Health Authority, and as such, is not a Covered Entity nor a Business Associate subject to HIPAA requirements.
Since its inception in 1986, and prior to the passage of HIPAA, as a matter of statute, regulation and policy, PHC4 has been governed by the stringent mandates and authority contained in PHC4’s enabling legislation, Act 89 of 1986 (as reauthorized by Act 15 of 2020), as well as in regulation, policy and data use agreements, that ensure the confidentiality and privacy of individual patient information.
