PA Health Care Cost Containment Council Hires New Executive Director

Harrisburg, PA - AUGUST 30, 2021 - The Pennsylvania Health Care Cost Containment Council (PHC4), an independent state agency focused on health care issues, has announced the hiring of a new Executive Director. Barry Buckingham, currently Vice President of the PA Clinical Network, a subsidiary of the Pennsylvania Medical Society will succeed Joe Martin as Executive Director effective September 13, 2021. Mr. Martin will be retiring from state service having spent 30 years with the agency, 18 years as Communications Director, and then assuming the Executive Director role in November of 2009.

Mr. Buckingham, a medical economist, has a long history of medical and government experience, having worked for the PA Medical Society, Capital Blue Cross, the PA Department of Human Services among other organizations. He holds a bachelor’s degree in Business Administration from Lebanon Valley College and a master’s degree in Public Administration, Health Care from Penn State University, with an emphasis in Economics in Healthcare, Organizational Change and Strategic Planning.

Reflecting on his new position, Buckingham said, “This is a wonderful opportunity to continue the efforts to benefit the citizens of our Commonwealth. Taking over the reins from a fine leader like Mr. Martin will be a challenge. Working with the excellent team he has assembled will no doubt be a pleasure."
