Hospital Performance Report
The new Hospital Performance Report displays hospital-specific performance and utilization results for Pennsylvania general acute care and specialty general acute care hospitals for 17 common medical conditions. Risk-adjusted in-hospital mortality and 30-day readmission ratings, as well as volume of cases and hospital charges are reported for patients discharged from October 1, 2022 through September 30, 2023. Changes in statewide rates from 2018 to 2023 are also examined.
Financial Analysis 2023 – Volume Three, Non-General Acute Care Hospitals
The Financial Analysis 2023 – Volume Three report is the third of a three-part series of financial reports PHC4 publishes annually. This volume includes statewide data and hospital-specific information about the financial health of Pennsylvania’s rehabilitation hospitals, long-term acute care hospitals, psychiatric hospitals and specialty hospitals (non-general acute care hospitals) during fiscal year 2023.

County-Level Utilization Reports
PHC4’s County-Level Utilization Reports, which show the overall total number of inpatient hospitalizations and ambulatory/outpatient cases, have been updated with second quarter 2024 data. These reports display county-specific volume of cases for Pennsylvania residents by patient age, sex, and payer.
County-Level Condition Specific Reports
PHC4’s County-Level Condition Specific Reports, have been updated with new data covering the period July 1, 2023 through June 30, 2024. These timely reports focus on several high interest conditions and display county-specific rates of hospitalization for Pennsylvania residents who were treated in Pennsylvania general acute care hospitals.

Dr. Lindsay Sabik at the University of Pittsburgh School of Public Health, is a health economist and health services researcher focused on investigating how state and federal policies affect healthcare access, utilization, and health outcomes among low-income populations, with a particular focus on cancer care.
Dr. Sabik and her research team utilized Pennsylvania Health Care Cost Containment Council (PHC4) inpatient discharge and ambulatory/outpatient procedure data linked to records from the Pennsylvania Department of Health’s Pennsylvania Cancer Registry for a research study entitled, “Impacts of Recent Payment, Coverage, and Systems Changes on Access to and Quality of Cancer Care.” Through these linked datasets, Dr. Sabik’s research team was able to confirm cancer cases in the state and track patterns of health care. She shared insights from the study stating, “The Affordable Care Act (ACA) has reduced rates of uninsurance and set standards for coverage that have improved access to care along many dimensions.” Explaining further, she noted, “Our findings suggest the ACA is associated with an increase in the quality of colon cancer care for underserved groups, indicating that availability of comprehensive insurance coverage is important for reducing disparities in cancer care and outcomes.”

Self-Pay Record Verification Process
PHC4 provides hospitals an opportunity to verify fiscal year 2023 self-pay records used by the Pennsylvania Department of Human Services for the Extraordinary Expense Program of Pennsylvania’s Tobacco Settlement Act (Act 77 of 2001). Hospitals may verify records through February 12, 2025.
