Harrisburg – PHC4 welcomes the addition of Senator Arthur L. Haywood to its Council. Senator Haywood represents the 4th Legislative District in the Pennsylvania Senate, serving parts of Montgomery and Philadelphia Counties. He serves as the Democratic Chair of the Senate Health and Human Services Committee and was appointed to a four-year term by Democratic Leader, Senator Jay Costa, Jr.

Barry D. Buckingham, PHC4’s Executive Director, believes the composition of the Council accurately reflects the stakeholders of the Commonwealth. “Having the insights provided by our Council members is key to providing Pennsylvanians with reporting that is fact-based, risk adjusted, and timely, which ensures informed decision-making,” said Buckingham.

PHC4 was formed under Pennsylvania statue, Act 89 of 1986, amended by Act 15 of 2020. PHC4’s most recent enabling legislation included the addition of four members of the General Assembly to the composition of the Council. With this appointment, Senator Haywood now joins Senator Bartolotta, Representative Cutler, and Representative Frankel as PHC4 Council members.

PHC4 is governed by Council members who help oversee and carry out its mission. In addition to PHC4’s Executive Committee, or those Council members who are appointed, additional Council members bring years of medical, research, business, and policy experience to support PHC4’s overall goal of providing stakeholders, fact-based reporting in order to inform decisions. PHC4 is an independent council formed under Pennsylvania statute (Act 89 of 1986, as amended by Act 15 of 2020) in order to address rapidly growing health care costs. PHC4 continues to produce comparative information about the most efficient and effective health care to individual consumers and group purchasers of health services. In addition, PHC4 produces information used to identify opportunities to contain costs and improve the quality of care delivered.
